Hamilton County, OH Ballot

Issue 1 Proposed Constitutional Amendment -- State of Ohio (Proposed By Resolution of the General Assembly of Ohio, To Adopt Sections 2(N) and 17 of Article Viii of the Constitution of the State of Ohio): This proposed amendment would:
1. Authorize the state to issue bonds and other obligations in order to pay costs of facilities for a system of common schools throughout the state and for state-supported and state-assisted institutions of higher education, including costs of acquisition, construction, improvement, expansion, planning and equipping facilities.
2. Provide that these obligations will be general obligations of the state, backed by the full faith and credit, revenue and taxing power of the state.
3. Provide that direct obligations of the state, including obligations referred to above, may not be issued if the amount required for future fiscal year payment of debt service on state direct obligations to be paid from the state general revenue fund or net lottery proceeds would exceed five percent of the total expenditures of the state from the general revenue fund or net lottery proceeds would exceed five percent of the total estimated revenues of the state for the general revenue fund and from net lottery proceeds during the fiscal year in which the particular obligations are to be issued. An affirmative vote of at least three-fifths of the members of each house of the General Assembly may waive the five percent limitation as to a particular issue or amount.
4. Provide that net state lottery proceeds may be pledged or used for payment of debt service on obligations issued to pay costs of facilities for a system of common schools, but not on obligations issued to pay costs of facilities for higher education institutions.
5. Provide that the General Assembly shall provide by law for computing the amounts required for payment of debt service, and may provide for estimating payments of debt service on bonds anticipated by notes. The certification of the governor or the governor's representative of the fiscal year amounts required to be applied or set aside for payment of debt service and related obligations, relevant total estimated revenues and other fiscal matters shall be conclusive for the purpose of the validity of any obligations issued. If adopted, this amendment shat take immediate effect. A majority yes vote is necessary for passage. Shall the Proposed Amendment be Adopted?
Issue 2 Proposed Tax Levy - (Renewal) -- Village of Elmwood Place
323 / 68% Yes votes ...... 152 / 32% No votes: A renewal of a tax for the benefit of the Village of Elmwood Place, County of Hamilton, Ohio, for the purpose of CURRENT OPERATING EXPENSES at a rate not exceeding ten (10) mills for each one dollar of valuation, which amounts to one dollar ($1.00) for each one hundred dollars of valuation, for five (5) years, commencing in 1999 first due in calendar year 2000.
Issue 3 Proposed Tax Levy -- Village of Glendale
508 / 67.1% Yes votes ...... 249 / 32.9% No votes: An additional tax for the benefit of the Village Of Glendale, County of Hamilton, Ohio, for the purpose of REPLACING, REFURBISHING AND PROVIDING VILLAGE WIDE SEWER SYSTEMS AND WATER MAINS at a rate not exceeding two and five-tenths (2.5) mills for each one dollar of valuation, which amounts to twenty-five cents ($0.25) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000.
Issue 4 Proposed Tax Levy - (Renewal) -- Village of Golf Manor
655 / 80.6% Yes votes ...... 158 / 19.4% No votes: A renewal of a tax for the benefit of the Village of Golf Manor, County of Hamilton, Ohio, for the purpose of CURRENT OPERATING EXPENSES at a rate not exceeding seven (7) mills for each one dollar of valuation, which amounts to seventy cents ($0.70) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000.
Issue 5 Proposed Tax Levy - (Renewal) -- Village of Greenhills
717 / 77.7% Yes votes ...... 206 / 22.3% No votes: A renewal of a tax for the benefit of the Village of Greenhills, County of Hamilton, Ohio, for the purpose of STREET REPAIRS AND MAINTENANCE at a rate not exceeding one and five-tenths (1.5) mills for each one dollar of valuation, which amounts to fifteen cents ($0.15) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000.
Issue 6 Proposed Tax Levy - (Replacement) -- Village of Newtown
212 / 37.3% Yes votes ...... 356 / 62.7% No votes: A replacement of a tax for the benefit of the Village of Newtown, County of Hamilton, Ohio, for the purpose of CURRENT OPERATING EXPENSES at a rate not exceeding two (2) mills for each one dollar of valuation, which amounts to twenty cents ($0.20) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000.
Issue 7 Proposed Tax Levy - (Renewal) -- Village of Terrace Park
602 / 73.5% Yes votes ...... 217 / 26.5% No votes: A renewal of a tax for the benefit of the Village of Terrace Park, County of Hamilton, Ohio, for the purpose of CURRENT OPERATING EXPENSES at a rate not exceeding nine and five-tenths (9.5) mills for each one dollar of valuation, which amounts to ninety-five cents ($0.95) for each one hundred dollars of valuation, for three (3) years, commencing in 1999, first due in calendar year 2000.
Issue 8 Proposed Tax Levy -- Township of Colerain
4,167 / 38% Yes votes ...... 6,803 / 62% No votes: An additional tax for the benefit of Colerain Township, County of Hamilton, Ohio, for the purpose of GENERAL CONSTRUCTION, RECONSTRUCTION, RESURFACING AND REPAIR OF STREETS, ROADS AND BRIDGES at a rate not exceeding two (2) mills for each one dollar of valuation, which amounts to twenty cents ($0.20) for each one hundred dollars of valuation, for a continuing period of time, commencing in 1999, first due in calendar year 2000.
Issue 9 Referendum on Proposed Zoning Resolution #98-1 -- Township of Crosby
164 / 27.8% Yes votes ...... 425 / 72.2% No votes: The proposed change would rezone from A Residence to F Light Industrial 50.213 acres on the north side of Willey Road, approximately 1800 feet west of the Willey Road and Paddy's Run Road intersection (Book 530 Page 130 Parcel 7, Book 530 Page 140 Parcel), located in Hamilton County, Crosby Township, Section 1, Town 2, Range 1 East and Section 12, Town 2, Range 1 East as recorded in deed book 7549 page 1699 Hamilton County Recorder's Office. On September 3, 1998 the Crosby Township Zoning Commission recommended adoption of the proposed zoning change. Denial of the Crosby Township Zoning Commission's recommendation requires a unanimous decision of the Crosby Township Board of Trustees. On October 3, 1998, a motion by Crosby Township Trustee Gary Storer to deny the recommendation of the Crosby Township Zoning Commission failed by a vote of two votes for and one vote against the motion. Thus, the aforementioned amendment was adopted on October 3, 1998. Shall Zoning Resolution #98-1 adopted on October 3rd, 1998 by the Crosby Township Board of Township Trustees to amend zoning, be adopted?

1,626 / 63.3% Yes votes ...... 941 / 36.7% No votes: A renewal of part of an existing levy, being a reduction of 0.15 mill, to constitute a tax for the benefit of Symmes Township, County of Hamilton, Ohio, for the purpose of ACQUIRING AND MAINTAINING PARK AND RECREATIONAL AREAS at a rate not exceeding one and eighty-five hundredths (1.85) mills for each one dollar of valuation, which amounts to eighteen and five-tenths cents ($0.1 85) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000.
Issue 11 Proposed Tax Levy -- Cincinnati City School District
35,395 / 48.1% Yes votes ...... 38,190 / 51.9% No votes: An additional tax for the benefit of the Cincinnati City School District, County of Hamilton, Ohio, for the purpose of CURRENT OPERATING EXPENSES at a rate not exceeding four and five-tenths (4.5) mills for each one dollar of valuation, which amounts to forty-five cents ($0.45) for each one hundred dollars of valuation, for a continuing period of time, commencing in 1999, first due in calendar year 2000.
Issue 12 Hamilton County Tax Levy Renewal and Decrease Health and Hospitalization Services -- County of Hamilton
103,980 / 59.5% Yes votes ...... 70,820 / 40.5% No votes: A renewal of part of an existing levy, being a reduction of (0.17) mill to constitute a tax for the benefit of the County of Hamilton, Ohio, for the purpose of SUPPLEMENTING THE GENERAL FUND OF THE COUNTY TO PROVIDE HEALTH AND HOSPITALIZATION SERVICES, INCLUDING THE DANIEL DRAKE MEMORIAL HOSPITAL AND VARIOUS DRUG COURT PROGRAMS at a rate not exceeding one and fifty-nine hundredths (1.59) mills for each one dollar of valuation, which amounts to fifteen and nine-tenths cents ($0.159) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000. A majority affirmative vote is necessary for passage.
Issue 13 Hamilton County Tax Levy Renewal and Increase Mrdd - Mental Retardation and Developmental Disabilities -- County of Hamilton
