Shall construction of a new terminal or additional passenger gates at the Airport be prevented unless and until the Route 87 Freeway project, a rail link to the Airport, an additional southbound lane on the I-880/Coleman Avenue interchange, and three Airport entrance projects to be designed for projected traffic capacity, are within one year of completion?
