Four years ago, I promised to break the cycle of astronomical increases in our water rates while working to improve the quality and reliability of our water supply.  I also promised to protect the Delta and preserve dwindling open space.

As 5 million people are predicted to move into the Central Valley in the next 20 years, the continued deterioration of water quality in the Delta will happen without a comprehensive program to address the problem.
