Candidate for
Supervisor; County of Humboldt; District 1

Jimmy is a third generation Humboldt County resident. He has been a commercial fisherman and small business owner for 30 years. Currently, he represents the First District on the Humboldt Bay Harbor, Recreation and Conservation District. His wife, Jacque, has been employed by the Social Security Administration in Eureka for 30 years. They have one son, Gary, a lovely daughter in law, Tori, and two beautiful granddaughters.

As President of the Harbor Commission and during his four year term as Harbor Commissioner, he:

• in March, 2000, received recognition by the US Coast Guard for "exceptionally meritorious service for promoting clear, productive and constructive communication between the fishing industry, Harbor District, fishermen and the Coast Guard."
• helped to implement the Harbor Deepening Project in Humboldt Bay;
• worked to develop a plan to clean-up and publicly acquire the South Spit;
• helped to create and now chairs the Humboldt Bay Management Plan Team;
• moderated a compromise with sport fisherman, the oyster culture industry and environmentalists to ensure resource protection, allow for recreational activities and stabilize the oyster industry;
• worked to obtain funding from Boating & Waterways to improve the Fields Landing boat ramp;
• participates with other county representatives in the Eel-Russian meetings to fight for the return of our water;
• is an alternate member of the Redwood Region Economic Development Commission;
• is a member of the Business Leaders Roundtable; Environmental and Transportation Balloon Tract Subcommittee;

• is a member of the newly formed Humboldt County Methamphetamine Drug Task Force;
• represents commercial and recreational fishermen in legislative matters;
• is a current fisheries representative on the Trinity River Task Force;
• previously served as Safety Representative, dealing with the Department of Transportation on safety regulations for the West Coast fishing industry;
• in 1998 - Received a California State Senate Resolution for his "outstanding record of contributions toward the preservation and protection of waterfowl and wetlands in the State of California";
• in 1995 - Received a California State Assembly Resolution for his "activities to conserve California's marine and wildlife resources";
• in 1993 - Received National Fisherman; Magazine's "Highliner of the Year" award, the industry's highest achievement;
• in 1984 - Received the John Pelnar Commercial Fishermans award "for his contributions to the enhancement of the salmon and steelhead resources" presented by Salmon Unlimited;
• in 1975 through 1987 - Represented Salmon Fishermen in pre-season regulatory meetings.

Other affiliations:

• Chair of the California Salmon Trollers Advisory Committee (Salmon Stamp)- This group allocates millions of dollars toward Salmon restoration projects and raises approximately 6 million Chinook Salmon annually.

• Member of the North American Waterfowl Management Plans's Pacific Coast Joint Venture - A primary goal of this group is protecting agricultural properties and wetlands.

• Vice President of Pacific Coast Fish, Wildlife and Wetlands Restoration Association - This group is dedicated to the restoration of fish and wildlife habitat.

• Member of the Klamath Management Zone Fisheries Coalition - He continues to fight for improved fishing opportunity for sport salmon fishermen.

• Member of the League of Women Voters

• Member of the Loleta Chamber of Commerce

• Member and past board member of the California Waterfowl Association - He received an award in 1993 in "recognition of lifetime contributions to waterfowl and wetlands".

• Member of Ducks Unlimited

• From 1990 to 1995 - Employed as a biological aide for the Humboldt Bay National Wildlife Refuge and Alaska Science Center - He was involved in waterfowl population studies, fishery monitoring and restoration, and recreational planning. During this time he authored several documents relating to Arctic Geese and their migration patterns. Additionaly, he co-authored a fishery management plan for the Humboldt Bay National Wildlife Refuge.

• 1987 to 1988 - Participated in a genetic stock identification study for the University of California at Davis - The project's goal was to better define Klamath River Fall Chinook Salmon ocean distribution.

• Humboldt Fish Action Council - Was a leader in the effort to monitor fish populations in the Freshwater Creek Basin and conduct student training on related monitoring projects.

• U.S. Fish & Wildlife Service/California Department of Fish and Game - late 1980's - trained to assess fall Chinook run size and age composition.

• U.S. Forest Service - late 1980's - trained in placement of in-stream structures to provide juvenile rearing and spawning gravel recruitment

• Klamath River Technical Work Group - evaluating restoration proposals to benefit fisheries in the Klamath Basin
