THE QUESTION FOR MANY CITIZENS AND LEGISLATORS IS HOW TO AFFORD GOOD CARE FOR LONG-TERM RESIDENTS IN NURSING HOMES, COMMUNITY SETTINGS AND IN THEIR OWN HOMES.
