If, and only if, the State of California provides a 65% matching share of the cost to build a new and expanded library, shall the City of Azusa, California incur bonded indebtedness (in an amount not to exceed $5,875,000 at interest rates not to exceed 6% per year) to provide our 35% local share to improve free educational resources and opportunities for children, families and our entire community, in cooperation with our local schools?
