Shall a $25.00 per year library tax be imposed annually upon all parcels in the El Dorado Hills Zone of Benefit (Zone E) within County Service Area No. 10 for the sole purpose of providing library service within such zone. The tax shall be imposed in the fiscal year 2002-2003, but collection of the tax shall be deferred until completion of construction of anew library facility within the El Dorado Hills zone?
The special tax would commence in the 2002-2003 fiscal year, but would not actually be collected until the fiscal year in which the construction of the new library facility is completed. In order to ensure that in any y ear the cumulative total of the special tax plus the current benefit assessment does not exceed $25.00 per parcel, the amount of the special tax for any parcel will be reduced by the amount of the benefit assessment paid on that parcel in that year. In that manner, the total amount payable by owners of parcels in any fiscal year shall not exceed the sum of $25.00 per parcel. The special tax will be imposed only if approved by 2/3 of the voters casting ballots at the election thereon. A " yes" vote is a vote in favor of the special tax. El Dorado Hills/Latrobe does not have a permanent public library.
But...thanks to Friends of the Library, the efforts of our two District Supervisors, Helen Bauman and Rusty Dupray, and the vote of the Board Of Supervisors, funding has been secured to break ground on a new library in El Dorado Hills.
Passage of Measure L will provide funding to operate the library. It will be an up-to-date facility, with thousands of books, periodicals and internet access - a place where young and old can read, research, study and learn together. It will be much more than a traditional library. It will become the centerpiece of EDH - sponsoring lectures, programs and presentations for all age groups, a "hub" binding the common interests of our community and county. The county needs to know that the community will help with operating expenses for a new library and then construction can start. Funding to build the library is contingent on the passing of Measure L. We're encouraging voters to approve a $25 a year assessment you already pay for temporary library services through Oak Ridge High School. Voting yes on Measure L will establish your commitment to the library by a mere $13 a year more --- a very small investment for so much gain to our community. An EDH library will improve our local community in many ways, including providing our children a safe place to study, learn and read. If we truly want our children to value reading, we must make reading and libraries a real priority. Please join us in voting YES on Measure L.
