essential programs and services?

School District issue $22,000,000 of bonds at legal interest rates
subject to specified accountability measures, including a Citizen's
Oversight Committee to monitor bond expenditures and review financial
audits?

square footage of General Commercial use, an increase in floor area
ratio, an increase in height, an increase in building design
flexibility, and allows multilevel parking to allow for regional
retail use such as an IKEA store?
