- Annexation of the unicorporated areas of Eureka such as Cutten; Myrtletown; Humboldt Hill; Pine Hill and the end of E and F etc.
- Revise the Utility Tax to make it more equitable and adjust the cap for inflation while proividing some relief for the working poor by the 2004 ballot
