 I don't think "political" philosophy is appropriate here becasue I don't think that water resource and distribution managment is supposed to be political. Too bad it usually ends up being that way. Generally, I want to fairly distribute the existing resources with minimum intrusion into your affairs. I don't want to create "water police" to monitor your water use. I don't want to have a water wasting tip line where your neighbors will turn you in for all kinds of infractions. I believe that if you buy and pay for water, you should be able to do with it whatever you want. But I also believe that water agencies should lend a hand to those who want to conserve. I also think that modest expenditure to create new supplies is appropriate (when there is a high probability of success).  |
