Major Issues
The major issues the district will face in the next four years include:

1. Responsibility for controlling sewer spills from private property within the cities served. This responsibility is jointly shared with the cities and OC Sanitation District.
2. Fiscally manage the capital improvements required for an aging infrastructure. (54 miles of sewer).
3. Control operating costs in a growing regulatory environment.
4. Seed outside financial resources within reach of the district.
