Shall an ordinance be adopted which increases the maximum Utility Users Tax rate by one-half percent (0.5%) for residential users and by two percent (2%) for commercial and industrial users and which establishes a utility tax for commercial and industrial users of water at a maximum rate of seven and one-half percent (7.5%)? The Utility User Tax provides for lifeline income and governmental use exemptions.
