Should the City give priority to funding these services and programs from the increased utility user tax general funds; increasing police staffing by five (5) sworn personnel; improve the public safety communication system to provide for safer and cleaner transmission and reception of police and fire calls; increase paramedic staffing by three (3) sworn personnel; rebuild fire stations #2 and #3; and any other public safety programs that can assist police and fire departments in carrying out their duties and responsibilities in connection with Homeland Security?
