Shall the City's Land Use Element of the General Plan be amended to designate the southwest corner of Garvey Avenue and Atlantic Boulevard and certain parcels fronting Atlantic Boulevard, Garvey Avenue and Mabel Street as Downtown Mixed Use (MUI) and shall amendments to the City's Zoning Map, Zoning Code, and Specific Plans consistent with this amendment be authorized for adoption by the City Council?
