In the last 4 years, The Monterey County Grand Jury has admonished the District twice and financial oversight has been relinquished to the County office of Education twice.The Grand Jury Report in 1999 describes a lack of fiscal oversight by the Board. To finance deficit spending the Chief Financial Officer usurped the functions of Board and Superintendent. Over 10 years, 15 million dollars were transferred from the Employee's Health and Welfare Fund to cover deficit spending. Where was Board Oversight? As Co-Chair of the 2002 Budget Committee, I was instrumental in guiding the district to solvancy. Twice the Board has failed in its role overseeing our 80 Million Dollar Budget. We need Board Members who have a working business knowledge. I demonstrated this knowledge in 2002. |
