Shall Ordinance No. 2004-03 of the Rosamond Community Services District be adopted to authorize the levying of a special tax in the amount of $24.00 per fiscal year for each parcel specified in the Ordinance to finance street lighting and shall the special tax be increased on July 1 of each fiscal year by the percentage change in the Consumer Price Index for the Los Angeles-Anaheim-Riverside area not to exceed two percent (2%) each year?
