In order to enhance fire and emergency services to the communities of Harbison Canyon, Dehesa, Deerhorn Valley, and Jamul, shall the San Diego Rural Fire Protection District be authorized to create a new community service zone named "Rural West Community Service Zone" and impose a tax not to exceed ten dollars per unit?
