Clifford "Cliff" L O V E L A N D . Elk Grove Community Services District Board of Directors My Qualifications and Life History: I have lived in Elk Grove for just a year and a half; but ten years prior to moving here, I lived in Churchill Downs for over ten years and during that time I paid more attention to what was happening in Elk Grove than in Sacramento County. I have a wonderful wife, Sandi, two great daughters and five very lively grandchildren. After working for Caltrans as an Engineering Technician for eight years, I was offered an opportunity to move from Fresno to Sacramento in February of 1970 to participate in an "Efficiency in Government Task Force" - sponsored by then Governor Ronald Reagan. This was a temporary job, two plus years, that led to other employment opportunities within the Sacramento region. Before I retired in December 2002, I had been in State Government for 41 years. During that time, I gathered a great deal of experience as twice the operations manager for California's Fuel Allocation Office; budget officer; Energy Commission liaison to Governor Brown's "Drought Emergency Task Force"; grants officer; educational programs manager; co-author of the State's Energy Shortage Contingency Plan; and, research manager for Caltrans' Division of Research & Innovation. I believe that all of this experience would help me to be an effective Director. What in my opinion is a key issue or issues and how I would address it/them: In many ways the current EGCSD Board has done a great job. But, the job is going to be more challenging in the future because of the population explosion, the recent loss of two key personnel, the Board President and District's General Manager, and, the inevitable changing expectations of the Community. I believe I have the type of experience that can help the District evolve, adapt and remain effective during these changing times. I've also had some fairly extensive experience with organization and program development that should prove helpful as well. My priorities are to be fiscally conservative while placing more emphasis on soliciting Community participation on District decisions relating to our parks, recreation programs and activities, and the resources required to ensure that our emergency services can continue their impressive level of service. Why you should vote for me Elk Grove is a great place to live and I would like to help keep it that way. I am retired, I have the time and experience, and as a current Director for the Lakeside Community Owner's Association, I have personally seen how important it is to be involved in our Community's affairs. So, I want to be involved.
