"Shall Franklin-McKinley School District relieve overcrowding, repair, upgrade and equip all local schools, improve student safety conditions, upgrade electrical wiring for technology, install energy efficient heating/cooling systems, replace outdated plumbing/sewer systems, repair leaky rundown roofs/bathrooms, drainage systems, construct a new school, repair, acquire, improve, schools, sites and classrooms, by issuing $30,000,000 of bonds at legal rates, requiring annual audits, citizen oversight, and no money for administrators' salaries?"
