BARBARA RIEGEL WAYNE ABOUT BARBARA Barbara first moved to Oceanside in 1970. For those who have been in Oceanside beyond 1990s, you may know her as Barbara Bishop-Smith when she was married to Robert B. Smith, Oceanside's Police Chief (deceased). In 1992, Barbara married John T. Wayne, a now retired Oceanside Fire Engineer, and a combat veteran with the 1st Battalion 9th Marines in Vietnam. Her daughter-in-law Heather and son-in-law Brian now reside in Washington. Her mother, Marie Riegel, is her terrific support and positive attitude mentor. PROVEN LEADERSHIP Barbara was first elected City Clerk in 1980, and is now serving in her sixth term. The voters have overwhelmingly voted for her continued leadership with the knowledge of her past work history, ethics and honesty. She is also a Certified Municipal Clerk, and is a Past President of the Southern California City Clerks Association. Barbara, as a Department Director, has been through the City's difficult times with severe budget cuts and lost staff; to good times, with sufficient funds available to upgrade the office with new technology-- to better serve you. One example is the on-line City Code and current election information on the City's web site. Another is the document imaging program. As new technology develops and funds are available, the City Clerk Department will be able to provide even more service to you. Please don't be persuaded by those making misrepresentations and contriving issues -- at the price of quality and accuracy. We must not be frivolous with the City's documents, information and history. EXPERIENCE Barbara, with her 24 years as City Clerk, has a wealth of knowledge about the duties of City Clerk and performs those skills in a tireless fashion. She is dedicated and has spearheaded the establishment of a central records and archives center for the City government records. A records management software program has been implemented with bar coding to track the thousands of records of all City departments. A document imaging program has also been established allowing for review of thousands of City records via computer terminals, thereby producing more timely research, as well as time/cost efficiencies. She is also the City's Elections Official and has successfully conducted all the City's general and special elections since 1980. She has been the citizens' voice at City Hall in ensuring open and public meetings including ensuring sufficient information on agendas to know the action to be taken. She has been serving on the League of California Cities Administrative Services Policy Committee for 5 years. She has served on various committees with the professional organizations of the City Clerks Association of California as well as the International Institute of Municipal Clerks.
