VOTE NO ON PROPOSITION "N" (CHARTER AMENDMENT FOR TAXATION)

By Michael Winn

Candidate for Council Member; City of Del Mar

This information is provided by the candidate
The incumbents support Prop N. Vote NO. It is unnecessary. It amends the city charter to allow new taxes without a specific purpose. It places a lien on every home. This clears the way for incrementally increasing taxes and more unmanaged spending. Vote no on the transfer tax.
The incumbents and Mr. Sinnott want the transfer tax. All three challengers oppose it. If you want the tax, vote for the incumbents. If you don't want the tax, vote for Winn, Hilliard and Burke.

Rejecting the property tax is a step towards responsible government, but electing a new council is a bigger step. Here's why.

The incumbents are defending their political turf. The challengers have a vision for a livable city and want to forward that vision.

My personal vision is about serving the public agenda. You can see that on the biography link of this website, and on my own website: winnfordelmar.com--my commitment to public service can be seen in everything I've done professionally, and in the numerous works I've written.

I have something to offer the city and the region. I want an opportunity to show you the difference that my view and voice on the Council can make.

I represent a different mindset than that which led the region to ideas like the I-5/805 merge--the largest freeway interchange in the world, in Penasquitos Wetlands Preserve.

I'm troubled that the incumbents put a $400 million line item for railroad tunnels under Del Mar into Proposition A without understanding the implications, nor informing the voters about it, and I'm more troubled that the incumbents are now pretending to correct that costly mistake when they are in fact doing nothing about it. They have endorsed Prop A and still have said nothing about the funding in it for the tunnels.

I'm in despair that the incumbents have embarked on major development projects and that they have contracted with a company (City Works) to develop and amendment to the Community Plan to rezone the Del Mar Shores school site and city hall for commercial development. We have enough trouble managing the results of private development--we don't need government development projects as well.

I'm disgusted that the incumbents proceeded with a plan for restoration of the San Dieguito river by building a fish hatchery, ignoring the implications, and not informing the public that their plan for permanently opening the river mouth will eventually require a rock revetment, or jetty, extending out into the sea to protect the beach.

I'm amazed that the incumbents created a list of 200 potentially historic homes for involuntary designation. Without realizing the implications, they've triggered a mandatory disclosure by any home sellers to buyers that can undermine property values by as much as 50% for the owners of those and other homes.

The incumbents spent $400,000 on a public restroom and entered a $500,000 no bid contract for a Specific Plan amending the Community Plan without asking the citizens, and they're now asking us to trust them with a City Charter amendment for a new tax?

It's not the people--it's the way they think. It's time for a change.
