Arguments For Measure CharterAmendment-01 |
This proposed amendment facilitates interpretation of and clarifi es sections in the Charter with references to
the masculine gender, in that it provides that a reference to the masculine gender includes the feminine and the neuter.
It further provides clarity by adding rules of interpretation for references regarding the singular number including the plural and vice versa, and defining "shall" as mandatory and "may" as permissive. The Charter currently has no similar provision. This section will facilitate Charter interpretation and the amendment process, in that this single reference will negate the need to provide a wholesale amendment of the Charter for references such as "he/she." Sec. 2. Rules of Construction. For the purposes of this Charter, the masculine gender shall include the feminine and the neuter. The singular number includes the plural and the plural includes the singular. "Shall" is mandatory and "may" is permissive. |
