Overview of where Ted Jaroszewicz stands

Fiscal prudence, common sense in a high performance school district
I served as a member the Indian Hill School Board from 2000 to 2003. During that period of time, the School Board: Ø Developed a facilities master plan for each our buildings, athletic facilities and bus garages; Ø Developed a financing plan that would enable us to pay for the buildings over a twenty year period; Ø Called for an election to ask our voters to approve a levy that would pay for the bonds that would finance the project. The levy passed successfully; Ø Balanced our operating budgets, which had operating surpluses through the end of the 2003/2004 school year; and Ø Worked with the administration to improve our overall performance as an employer of choice and an educational option of choice. By any standard, we live in a high performance school district. Our children are well prepared by their parents to go to school every day. Our teachers and staff are committed to educating every child, in every range of ability. We commit significant resources to educating children with special needs + physical and academic. Today, we have the finest facilities of any school district of our size in the nation. Hamilton County's recent property revaluation will add more than $7 million annually to our school district's budget. In the 2004/2005 school year, our total receipts from all sources, including real estate taxes, tax increment financing, tangible property taxes and state funding was approximately $24 million. Our total expenditures were approximately $25.4 million. Over the next two school years, total receipts will increase to more than $31 million, producing significant annual operating surpluses. In my opinion, our biggest challenge will be to spend and invest our surplus funds wisely. My experience in business and in life is that scarce resources produce superior outcomes. When things are a little tight, people tend to make rational decisions based on what they believe will produce the best result. Too much money, in my experience, leads to "never say no" cultures, which eventually lead organizations to spend all of the available resources. I believe my most useful contribution to the school district is to provide a voice of financial common sense and reason. I will work diligently with other members of the Board and the administration to make sure we spend our funds wisely. We need to look at all of the alternatives for using our cash. This will include possibly repaying some of the outstanding bonds that were used to finance the recent building projects. I am committed to the highest educational standards. We should be able to continue to achieve high standards with the means provided to us by our community, without additional operating levies.
