To maintain public safety, shall the Bear Valley Community Services District continue to operate the gate 24 hours a day, seven days a week, restrict road access to landowners, residents and authorized visitors by levying a special tax of $75 on each parcel of land; with future increases subject to approval by two-thirds of voters in the District and provide annual audits to ensure proper use of the tax revenue?
