We must provide a financial road map that will takes us through the transition from having a development based revenue stream to one of "build out".Pleasanton is approaching it's voter imposed housing cap of 29,000 units. When we have reached this "build out" level revenues from development will stop and we must have a long range plan that will provide us with a road map to navigate this transition. There are a number of elements that this plan must include as follows: -It must include expense controls based on revenues. Benchmarks should be derived from the private sector as well as the public sector including our own quarterly running average expenses as a % of revenue for major expense areas for the last 10 years. -Objectives must be based on expenses and capital spending as a % of revenue with predetermined excess spending levels that trigger immediate action and Council involvement. -An economic development plan must also be included that outlines how the City will attract and retain a business tax base that will help us fund the difference between a development based revenue stream and build out. An important part of this Economic Development Plan will be a comprehensive streamlining of City Services with an emphasis on Customer service and satisfaction. Jerry Thorne |
