During my first year on City Council, we faced a huge structural budget deficit. Under the leadership of Mayor Bates, we made the hard decisions necessary to balance the City's budget, reducing expenditures by $20 million and the City's workforce by 10% without any layoffs via attrition.
Along with helping to put the City's finances on a firm footing, I played an important role in the following: 1) Improving Town/Gown relationships. 2) Reducing worker injuries by one-third thru increased Council oversight and an employee incentive bonus. 3) Securing a commitment from the Police Department to reduce property crime by 10%/year for each of the next five years. 4) Utilized email to keep District 8 residents informed on City issues and the http://www.KitchenDemocracy.org, to enable them to directly participate in City decision making.
During the coming four years, there are remaining challenges: a) preparing for a major disaster, b) repairing and maintaining the City's decaying infrastructure, c) reducing crime in student and surrounding neighborhoods of District 8, and d) creating a healthy business climate so that businesses will stay and thrive in Berkeley.
