Shall City Charter Article 11 be amended to establish how a vacancy in the office of Mayor shall be filled; provide that remaining Council Members shall appoint another Council Member to serve as Mayor for the remaining term; provide that the Mayor Pro Tempore shall become Mayor if the Council fails to fill the Mayoral vacancy; and provide that any resulting vacant Council seat shall be filled as provided by existing law in the Charter?
