A general overview of pending fiscal issues that could impact local residents.There will be future upward pressure on water rates. A portion of this will likely be due to the local cost to improve the reliability of the state water delivery system through the Delta, and of reviving the Delta ecosystem. We must also continue to work toward implementing appropriate and equitable funding plans to assure our local flood protection, water treatment, water quality, and water storage and delivery facilities and programs are adequately maintained and improved. I believe a critical fiscal goal is assuring that our constituents receive full value for their investments in Zone 7, whether those investments are in the form of water rates or property taxes. That means ensuring that critical operations and programs maintaining safe, reliable, high-quality water supplies, and an adequate flood protection system are given priority. We must be efficient and timely in carrying out our responsibilities as a public utility, and staffing must reflect these prioritized responsibilities and needs. Where we are partnered with other local, state or federal agencies, we must be certain that local costs are allocated only after a valid analysis that defines the proportionality of impacts and benefits has been completed. |
