To support high academic achievement, enhance student safety, and improve the 80 year old auditorium and the athletic facilities frequently used by the community, by repairing outdated wiring and plumbing, improving energy efficiency, reducing water use, and mitigating safety hazards and accessibility issues, shall the El Segundo Unified School District issue up to $14,000,000 in bonds at legal interest rates, with all funds used locally, an independent citizens’ oversight committee, annual audits and NO money for administrator salaries?
Funds received from the sale of the Bonds will be used for the specific purposes set forth in this Measure including, renovating and upgrading the auditorium and the athletic fields and facilities; repairing wiring and plumbing; improving energy efficiency; reducing water use; mitigating safety hazards and accessibility issues. No funds may be used for teacher or administrator salaries or any other school operating expenses. Independent performance and financial audits will be performed annually to ensure that the funds received from the sale of the bonds are expended as specified in the Measure. All bond expenditures will be monitored by a Citizen’s Oversight Committee to ensure that the funds are spent as specified. The bonds would be issued for a term not to exceed twenty-five (25) years in the case of bonds issued under the authority of the Education code, and forty (40) years in the case of bonds issued under the authority of the Government Code. The tax levied as a result of approval of this Measure shall not exceed $60 per year per $100,000 of taxable property within the District.
