My personal political philosophy is composed of two parallel threads: the rights of individuals to access to high quality health care services when they need them and the rights of society to sophisticated, thrifty financial management to ensure that communities live within their medical budgets.

There is inherent tension between the rights of individuals and the collective rights of the society to receive good value for their investment in medical care. Managing that tension requires a dynamic partnership between the elected boards, service providers, and the executives employed to manage both clinical services and financial resource allocation.

I believe the role of the elected board is to set operating guidelines, standards standards, quality measures, financial goals and to hold accountable both the services providers and the system executive leadership for meeting those standards. The elected board is also and equally responsible for long-term planning and ensuring the financial resources for operations for the long term.

The strategic plan adopted by the Marin Health Care District embodies that philosophy and lays out a practical approach to plan implementation.
