AS OTAY'S DEPARTMENT HEAD OF ENGINEERING AND PLANNING FROM 1993 to 1999

  • Prepared the first Otay Water District Integrated Plan that targeted the District becoming 70% independent of imported water.

  • Negotiated contract with City of San Diego for purchase of water from Otay Water Treatment Plant resulting in local treated water and avoiding $100 million in construction costs for water storage tanks.

  • Negotiator for Otay Water District with the County Water Authority to obtain rights to water from Helix Water District's Expanded Water Treatment Plant saving Otay Water District construction of $80 million in water storage tanks. This brings water directly into Division 5.

  • Developed and obtained Board approval of the District Policy on emerging businesses and initiated programs to implement the policy leading to the District being recognized for it outreach program.

  • In collaboration with the Finance Director created the first integrated Operating and Capital budget at Otay Water District.

  • Negotiator for Otay Water District with City of Chula Vista to assure Otay Water District was their water purveyor. Agreement was founded on improved relations with the City of Chula Vista as a result of my coordination and reporting efforts with them.

  • Facilitated the Shared Resources Interagency Agreement with Sweetwater Authority. Then expanded the agreement to six agencies in East County, including Helix Water District and Padre Dam Water District. Reducing the cost of doing business by providing for the sharing of resources.

  • Facilitated the creation of the Water Agencies Standards Committee of the members of the Shared Resources Interagency Agreement.

  • Otay District representative to San Diego Metropolitan Wastewater Participating Agencies later to be the San Diego Metropolitan Wastewater Joint Power Authority.
