In the past eighteen years there have been no less than six City Managers and more "fill in" hired hands managing the City. City Staff outlast their Management and no formal review process of staff has existed during these ongoing baton passes. There is no accountability for city staff or city spending. Department heads go over budget, overtime and comp. time is excessive and the City Manager barely unpacks before they are packing again with the result being there is no management. Few Managers have gone on to "bigger and better things" most have been hired on 5-0 votes and then terminated a few years later behind closed doors by the same 5-0 votes usually by the same councils. Our leadership takes orders from staff rather than directing them, and as time goes by staff's shortcomings or wrongdoing becomes so clear that the council has to finally give some direction and fire one and hire another. Thsi revolving door has to stop and staff has to be held accountable for their actions and time.
