If this proposition is approved, the adjusted debt service levy of the school district is estimated to increase from sixty-four cents ($0.64) currently to ninety-nine cents ($0.99) per one hundred dollars assessed valuation of real and personal property.

- Shall the Board of Education of the Festus R-VI School District of Jefferson County, Missouri, be authorized to increase the operating tax levy ceiling of the District to $3.51 per one hundred dollars of assessed valuation for the tax year 2009 through and including tax year 2028, with the operating tax levy ceiling of the District being reduced to $3.08 per one hundred dollars of assessed valuation for the tax year 2029 and thereafter, for the purpose of providing funds to construct, furnish and equip a new high school; to renovate, improve and equip existing buildings and facilities; to acquire and improve technology and technology infrastructure; and to pay general operating expenses?

- Shall the citizens of Jefferson County adopt the Home Rule Charter approved by the 2008 Jefferson County Charter Commission on September 4, 2008 that provides:
- The Citizens of Jefferson County shall govern themselves as provided in Article VI, Section 18 of the Constitution of Missouri, through a seven member County Council and a County Executive.
- There will be no tax increase without approval of the voters of Jefferson County.
- There will be restrictions on the use of eminent domain.
- The County is required to have a balanced budget.
- Amendment of the Charter requires approval of four-sevenths of the voters of Jefferson County.
It is estimated the adoption of the Home Rule Charter will add no additional costs to county or local governmental entities.
