Novato's rates are well below Petaluma's

After a year studying the issue, I am convinced that a well supervised contract with a proven performer is the most economical and secure way to run Novato Sanitary District's new wastewater treatment plant.

Maybe Petaluma should have taken a serious look at contracting the operation of its new plant before deciding to do it with public employees. Right now their annual sewer charge averages $756; Novato's is $462 with no further increases scheduled. Despite the rumor, any future change in the rate will be totally up to Novato's elected Board of Directors - not the contractor.
