Shall Ordinance No. 2346 be adopted to increase the rates of Redwood City's Business License Tax by 16.67% per year (rounded to the nearest whole dollar amount) for each of the three successive fiscal years commencing on July 1, 2010 and then, commencing on July 1, 2013 and annually thereafter, be increased based upon the annual change in the Consumer Price Index?

The City's business license tax ordinance was enacted in 1990 and the existing tax rates have not been increased since 1994. The tax is not regulatory. It currently generates approximately $1.3 million annually for the City's General Fund. The tax is only imposed upon business owners conducting business within the City, including residential and commercial leasing.

The proposed amendments to the business license tax would raise the tax by approximately 16% for three consecutive fiscal years beginning July 1, 2010. For each year thereafter, commencing on July 1, 2013, the business license tax would be adjusted for inflation.

This tax would eventually result in approximately $650,000 of additional annual revenue which would be placed in the City's General Fund. In accordance with California Constitution, voters must approve such a General Tax by majority vote.

The proposed amendments to the business license tax ordinance include the following:

Sections 32.156 and 32.157 would be added to increase the business license tax by 16.67% on July 1, 2010, July 1, 2011, and July 1, 2012; and

Section 32.158 would be added to increase the maximum annual tax by 16.67% on July 1, 2010, July 1, 2011, and July 1, 2012; and

Section 32.159 would be added to increase the business license tax and maximum annual tax based upon the annual change in the Consumer Price Index beginning on July 1, 2013.

Arguments For Measure Y Arguments Against Measure Y
Join the City of Redwood City in voting "YES" on Measure Y to modernize the City's business license tax structure and increase general fund revenues for use in providing City services.

Redwood City's business license tax rate has not changed since 1994. Since then, inflation has increased approximately 50% - yet the business license tax rate has stayed the same. Had that rate kept pace with inflation, the City estimates it would be receiving approximately $650,000 annually in additional general fund revenues.

To update the business license tax rate in a manner that is reasonable for businesses, the City proposes to increase the rate about 16% in July 2010 and about 17% in July 2011 and July 2012. Thereafter, the rate will be adjusted annually corresponding to the Consumer Price Index for the San FRancisco/Oakland/San Jose area.

The Redwood City/San Mateo County Chamber of Commerce supports the proposed increase in the business license tax rate. That business organization - the third largest chamber of commerce in the Bay Area - recognizes that the rate must be modernized and made more fair and equitable.

This will benefit the community of Redwood City. The additional revenues will go into the City's General Fund, providing support for a wide variety of City programs and services. City departments that depend on the general fund include Parks, Recreation, and Community Services, the Redwood City Public Library, the Redwood City Fire Department, and Redwood City Police Department. Our community's roads, sidewalks, and other infrastructure also depend upon General Fund revenues.

Vote "YES" on Measure Y to update Redwood City's business license tax rate, supported by the Redwood City/San Mateo County Chamber of Commerce. The increased revenues mean more funds to support the Redwood City community!
