Shall a levy be imposed by the Winton Woods City School District, County of Hamilton, Ohio, for the purpose of EMERGENCY REQUIREMENTS in the sum of $4,200,000 per year, and a levy of taxes to be made outside of the ten-mill limitation estimated by the county auditor to average seven and nine-tenths (7.9) mills for each one dollar of valuation, which amounts to seventy-nine cents ($0.79) for each one hundred dollars of valuation, for a period of ten (10) years, commencing in 2009, first due in calendar year 2010?
