Colwyn Together, moving toward excellence! I am Richard Booker, Democrat for Mayor. A nine year resident of Colwyn I have witnessed the change that has come over the country and is now finding its way here. I feel it is time to be an integral part of it. I believe that our borough, working together, can reach greatness. I believe with bold leadership, fiscal responsibility and accountability, we can be the best borough in Delaware County. But no mayor or council person can do it alone. I need you to be there. I need you to be a part of the vision and the growth through your participation. The primary responsibility of mayor is the overseeing of the Police Department. Our department is not where it needs to be to service our community. As your mayor I will set out to correct this situation. I will first review the Police Budget and seek ways to balance it. The Police Department's budget utilizes 50% of the Borough's budget overall. It must be balanced while effective in meeting the department's needs. Next on my agenda will be the Police Mission and Directives for the department. This review will determine what additions, updates and corrections need to be made. It will include departmental operations to determine what the department is doing right and synergize those aspects and what needs to be improved on to ensure department integrity and efficiency. Additionally, I will establish an objective venue for internal investigations that will give trust to both the community and the department that all claims and grievances are being handled fairly and above board without any hint of impropriety. Finally, I seek to calm the leadership quandary and re-establish the relationship between the community, the borough council and the department. I will, using the department's directives and in conjunction with the Chief of Police, establish a clear chain of command, a clear mission for the department and a much clearer vision for how it is to get there.
