Saving California Requires Three Concurrent Pieces

Reduce Taxes for Every Taxpayer, Repair the Broken Regulatory System, Improve the Legal Environment
#1 REDUCE TAXES FOR EVERY TAXPAYER. Raising state sales and personal income taxes by $12.5 billion to underwrite misguided budget priorities was bad policy. Instead of making the hardest budget choices, lawmakers asked every taxpayer for just `a little bit more' + keeping California at the top of high tax states. The result is the emptying of thousands of middle class homes in nearly every community on our state. The solution: cut taxes.

  • Rollback the 2009 State Sales Tax Increase.
  • Reduce the State Personal Income Tax Rate.
  • Enact broad-based tax cuts for job creators.
  • Provide a manufacturing exception from state sales taxes on equipment purchases.

#2 REPAIR THE BROKEN REGULATORY SYSTEM. Ambiguous, uneven, unpredictable and unfair + that's how most California job creators view Sacramento's approach to regulating the private sector. From job-crushing environmental laws to workplace and public space rules that saddle businesses and cities with uncontrollable costs, regulations are pricing us out of the competitive marketplace. The solution: commonsense regulatory flexibility and reform.

  • Change workplace rules that put businesses at a competitive disadvantage with other states.
  • Restructure, phase out or eliminate agencies that compete with the private sector or other governmental departments.
  • Study and report the impact of proposed regulations on businesses before regulations are enacted.
  • Enact Meg Whitman's proposed regulation moratorium until the economy fully recovers.
  • End unfunded mandates to local cities and counties, and require the state to provide clear guidance for every new regulation.

#3 IMPROVE THE LEGAL ENVIRONMENT. Ask any entrepreneur to list the top two or three barriers to doing business in our state + the unpredictable legal environment always makes the list. As a member of the State Assembly, I'll be an advocate for reforms that make California's legal system more even-handed and fair for job creators. The solution: Tort Reform.

  • Cap non-economic damages in jury awards to provide fair victims compensation without bankrupting businesses.
  • Reduce the incentives for frivolous lawsuit abuse by limiting attorney contingency fees.
