1. How can public transportation get in the black budgetwise and stay there?

Answer from Jeff Davis:
1. Secure concessions from all AC Transit's unions in the benefit area and costly work rules)
2. Lobby the federal government to all for funding for transit operations, not just capital
3. Ensure transit receives appropriate mitigation fees for reducing greenhouse gases
4. (for Fremont and Newark only) Pass a transit parcel tax (has been done 3x in the rest of the district)
