Tim grew up in Chula Vista, California where his dad taught in the Chula Vista elementary schools for 25 years. Tim attended local schools and churches, and graduated from Hilltop High school in 1975.

Tim returned home to Chula Vista after graduating from law school. While working as a prosecutor in the California Attorney General's office, he was elected to the City Council in 1986, re-elected in 1987, and elected Mayor in 1991. During his time in city office, Tim championed public safety and youth programs. After losing narrowly in a special election for state Assembly, Tim was an adjunct professor, then spent several years working in affordable housing development and services for domestic violence victims. After 9/11, Tim volunteered in a foreign aid program in Turkmenistan, formerly part of the Soviet Union in Central Asia. On returning home, Tim worked as a child support attorney for six years before rejoining the Attorney General's office in 2008.

Tim is currently running for a seat on the Southwestern Community College District Board, his first run for public office in 16 years. A strong supporter of the U.S. Constitution, Tim was appalled when the current college administration received national attention as a violator of the First Amendment rights of teachers and students. As former Mayor of Chula Vista and a long-time resident of the community, Tim is well aware of the importance of Southwestern College to the educational opportunity of thousands of South Bay students and to the economy of our region. Tim is running for Southwestern College Board because he understands the importance of getting the college off its current probationary status, making sure its tax dollars are used wisely for classroom education and job growth, and supporting classroom teachers.
