We should also propose a single-payer auto insurance system in California, primarily funded by gasoline taxes. As to other considerations related to auto insurance, we should call for: -legislation limiting an insurance premium increase to COLA and exemption of any increases for the unemployed; -assessing insurance companies to pay for expanded driver education programs, linked to safety issues around teenage drivers; -advocating the need for drivers licenses for undocumented residents, which would help expand immigrant rights and make the roads safer for all; and -reorganizing DMV procedures around threats to revoke licenses for lack of insurance (in line with this, I emphatically oppose Proposition 17, which will be used to boost insurance rates and harm the poor). Let me add here that I would not hire any investigators for the Insurance Commissioner's staff who had previously been employed in any executive/administrative role by insurance companies. |
