Shall the Oakdale City Council enact a one-half cent sales tax for three(3) years?

Impartial Analysis from City Attorney
The Oakdale City Council has placed Measure O on the ballot to ask the voters of Oakdale if the City should enact a one-half cent sales tax for three years. If approved by a majority of the voters, the one-half cent sales tax would become operative on April 1, 2012 and end on March 31, 2015.

The one-half cent sales tax would be a general tax, meaning that the revenue raised would go into the City's general fund and could be used for any municipal purpose. Municipal government purposes include: police and fire protection; infrastructure (roads, sewer and water works); senior and youth programs; and other general functions and services.

If Measure O is approved, the City's independent auditors will be required to complete a financial audit report by no later than December 31st of each year. Also, if Measure O is approved, the Oakdale City Council will establish a Residents Oversight Committee to review the expenditure of the revenue from this tax.

Arguments For Measure O Arguments Against Measure O
The quality of life in Oakdale simply can't be found elsewhere in the Central Valley. Our unique family friendly atmosphere, coupled with our can-do, self reliant spirit make the choice to live in Oakdale an easy one. However, over the past six years, these qualities have been slowly slipping away.

Since the economic downturn, and then the ensuing state raids of local funds, Oakdale has been forced to cut spending by $2.5 million. These cuts have consisted mostly of reduction in workforce, with a 29% reduction in the police department, a 24% reduction in the fire department, and a 43% reduction in the community development, parks, and recreation departments. Doing so has effectively left our community and our homes less protected, as well as limiting our ability to maintain our infrastructure.

In response to these troubling times, employees have stepped up and taken salary cuts to the tune of $498,000. Earlier this year, the city council also made a significant stride by implementing a much more conservative, two-tier pension system. Both employees and city council are continuing to work to reduce costs further.

Voting Yes on Measure O will ensure that Oakdale has the funds to maintain the level of service that we all expect in our community. Funds created by this measure cannot be taken back by Sacramento, which ensure they stay in Oakdale to directly benefit residents.

Measure O includes strict fiscal accountability through a resident oversight committee, mandatory financial audits, and yearly reports to the community to ensure that funds are spent correctly. Further, the measure will end after 3 years and can't be extended or changed without taking it back to the voters.
