The approach I propose is to:
Ensure non discretionary spending is limited to the necessary and sufficient, and that Glendale is getting the best possible value for every tax dollar spent.
Agree with council on clear principles by which any discretionary spending will be prioritized.
Carefully consider elimination of discretionary spending, as needed, to balance the budget.
In addition to elimination of some discretionary spending, some current services may need to be scaled back to help meet our budget. For instance, backyard refuse pickup costs Glendale about $100,000/year. Possible elimination of that, or other current services need to be considered to bring us to a balanced budget.
