Shall the Vernon City Charter be amended to require a special election to fill vacancies on the City Council and prohibit the appointment of council members by the City Council?
Chapter 3.7 of the Vernon Charter and Article XII, Section 2.90 of the Vernon Code allow the City Council to fill council member seats by appointment when there is a vacancy or if less than two people are nominated for an open City Council position. The proposed Charter amendment would prohibit the appointment of council members by the City Council under any circumstances. It would instead require that each council member seat be fi lled through an election. A "yes" vote on Measure G approves the Charter amendment prohibiting the City Council from appointing a council member even in the event of a vacancy or uncontested election, and requiring the calling of a special election to fill all City Council positions. A "no" vote on Measure G opposes this change to the Charter. If Measure G fails, the City Council will continue to be allowed to fill council member seats by appointment when there is a vacancy or if less than two people are nominated for an open City Council position.

Full Text of Measure Vernon-G |
The People of the City of Vernon do hereby amend the Charter of the City of Vernon as follows:
1. Chapter 3.7 of Article III of the Charter of the City of Vernon is amended in its entirety to read as follows: "CH: 3.7 Vacancy.
The city council shall not have the power to appoint a
council member under any circumstances.
If any vacancy occurs in the city council for whatever
reason, the city council shall call a special election to fill the vacancy. If an election occurs at which one or more full terms and one or more unexpired terms are to be fi lled, no distinction between the full terms and the unexpired terms shall be made in nominating or voting. The person or persons elected by the highest number of votes shall be elected for the full term or terms and the person or persons elected with the fewest votes shall be elected for the unexpired term or terms." 2. The City Clerk is directed to certify to the passage of this Charter Amendment and to file it in the Office of the Secretary of State forthwith, and to take such other actions as are necessary to give effect to its passage. |
