Proactive and Fiscally Responsible Budget GoalsOverview With pension reform and a conservative fiscal agenda, the City has successfully started to guide us toward a fiscally responsible budget. Our leaders have allowed voters to weigh in on important issues such as changing the pension structure. However, the City has experienced a multi-million dollar budget deficit for over a decade. Each year, the council "waits" to see what the deficit will be before they make decisions on how to "balance" the budget. I think the council should be more proactive and not "wait" to see what they are "forced" to trim, but rather, roll up their sleeves and see what they can do differently on an on-going basis to save money and provide services. If elected, I will promote better planning and organizing of the City's budget. I have pledged to hire a Certified Public Accountant (CPA) as staff for the D-10 office to analyze and propose fiscally prudent changes for the budget. I do not support--raising taxes for the General Fund, the use of a lease/revenue bond or policy's which will inhibit small business growth or large business location in San Jose. I, Denelle Fedor, support the following: Support Measure B (June 2012 ballot)--bring down pension costs(Please see my video clip and proposal supporting Pension Reform) Amend the City Charter to ensure that the residents of San Jose vote on lease bonds (Please see my video clip and proposal regarding my assessment of the overuse and over spending of lease bonds from our General Fund by the City of San Jose. LMGW Certified Public Accountants contributed to my article) Review Mid/Upper Management Job Descriptions (Please see my video clip and proposal regarding Managerial Assessment) Support multi-year budgeting--Change Budget Cycle to a minimum of 2-years instead of the current year to year cycle Work to make the Budget easier to read and understand for the community Use Competitive Bidding as a tool to bring down costs in delivering services No pay raises--for all employees--including management, Mayor and Council Reduce Capital Spending Continue with hiring freeze |
