Candidate for
Board Member; El Toro Water District

To meet the goals I have set as Director of El Toro Water District, I offer the following qualifications:

1. My education, expertise, and experience in water resource management have provided me with the background necessary to take on the most difficult challenges. I have over 36 years of professional experience in water resources. I am a registered professional engineer in the State of California. In the past 20 years, I have managed water demand programs and developed recycled water and groundwater recovery projects for the Metropolitan Water District. I have managed Metropolitan's commercial, industrial, and institutional water conservation program and participated in the initial research efforts to develop a seawater desalination program.

2. I have Bachelor of Science degrees in Civil Engineering and in Logistics. I have a Master of Business Administration and a Master of Science in Civil Engineering from Loyola Marymount University. I am a member of the WateReuse Association, International Water Association (IWA), International Desalting Association (IDA), Lake Forest Chamber of Commerce, Lake Forest Kiwanis Club, and Shriners Club. In addition, I am past president of the California Society of Professional Engineers Orange County Chapter.

3. On a personal note, I have been a customer of El Toro Water District for more than 22 years. I am married to Pilar Vergara, an Orange County Master Gardener. We raised two children, Captain Jose David Vergara, a US Air Force pilot currently deployed and Melissa, a graduate from the University of California.
