New Development Must Mitigate and Pay for Its Impacts to Water and Sewer SystemVallecitos Water Board has approved an ordinance requiring new development projects that exceed land use densities established by various cities and San Diego County to mitigate their impacts. If new development does not mitigate its own impacts, there is an undue burden/cost that can transfer to individual homeowners and businesses. THUS, new development must mitigate for its impacts to the community, not the ratepayers!! Repealing this ordinance will lead to a significant burden to ratepayers that must not happen by a change in Board members. EXPERIENCE COUNTS in Water/Wastewater utility agencies, INEXPERIENCE COSTS you, the ratepayers. Vallecitos is not a land use decision-maker and can not deviate from other public agency plans in effect at the time of an ordinance adoption by Vallecitos. This is an important principle and ordinance in the context that over 5,000 new residential units and over 1,000,000 square feet of floor area is planned in a part of the District. Water and Sewer capacity and treatment facilities require long-range planning and facility construction because of environmental reviews/regulations as well as finding finance strategies to complete and bring facilities on-line as needed or in advance of need. |
