The Moulton Niguel Board has increased our water rates 110% in the last 10 years, we need to CHANGE course.The last ten years of online records (2003 to 2012), show that Moulton Niguel customers have reduced their water usage by 34%, from 41,763 acre feet in 2003 to 27,610 acre feet in 2012. In 2003 the average cost paid by customers was $290. Instead of average costs going down by 34% in the last ten years, the average we paid went up by 37%, a 110% INCREASE IN OUR RATES! This outrageous increase does not include the sewer charges (about 50% of the water charges) or the ad valorem tax which Moulton Niguel receives from the property taxes we pay, $21,141,700 in 2012. In 2012 we paid these taxes, together with water sales and service CHARGES of $33,396,329 and the sewer service charges of $16,826,066, a total of $71,364,095 on 54,533 accounts, $1,308.64 per meter. Add to this the pin-hole leaks in our copper pipes and the cost to repair them, and you have a picture of an agency that is not working. Clearly, the Moulton Niguel Water Board has not controlled rates during times of rainfall and plenty. They have not addressed our leaking copper pipes. How can we expect them to face the challenges of a multi-year drought and lawsuits by and against the District, and do anything other than charge us 200% more in the next ten years? I ask that you vote for me because I am an experienced risk manager, contract negotiator, public servant, and a lawyer. I will work hard (I am a Nebraska farm girl) to move this District toward lower water rates, to plan for the future, and to see that the issues raised by customers, like those about about damage to homeowners' copper pipes, are thoroughly investigated and resolved. Finally, I will work for transparency, not obfuscation, by the Board, and will provide diversity and rejuvenation to a stagnant, rubber-stamping, body. |
