Mark Millan is the Vice-Chair of the Windsor Planning Commission and small business owner of Data Instincts, a Windsor communications firm specializing in public outreach and communications for recycled water projects, desalination facilities and water conservation programs in the Bay Area and beyond.

Mark is an active member of our community, serving as the Vice-Chair of the Windsor Planning Commission, former Member of the Windsor Unified School District's Bond Oversight Committee from 2010-2013 and General Member of the Windsor Chamber of Commerce, Sonoma County Alliance, Tomorrow's Leaders Today, WateReuse Research Foundation, International Water Association and the American Water Works Association.

Mark has lived in Windsor since it was incorporated 22 years ago with his wife and family.
