Prior to being elected to the Encinitas City Council in 2000, Maggie Houlihan:
 
- Was a local community activist
 - Served on the San Diego County Fish and Wildlife Advisory Commission
 - Was awarded the United Way Community Hero Award for her work on behalf of adult and child literacy, people with disabilities, and animal welfare.
 - Served on the Encinitas Mayor's Task Force on the Homeless
 - Was a Board Member of Spay/Neuter Action Project (SNAP)
   
As an Encinitas City Council member, Maggie has:
Advanced a Healthy Economy
 
- Passed balanced budgets with increased financial reserves.
 - Revitalized downtowns: Downtown Sstreetscape Phase 1 completed; Phase 2, Leucadia North 101, and Cardiff-by-the-Sea started.
 - Supported programs to promote Encinitas as a business and cultural destination.
   
Increased Community Involvement
- Implemented a successful Citizen Participation Plan (CPP) for new projects.
 - Launched online registration for city services and email notification for residents.
 - Improved City interaction with Encinitas residents.
   
Preserved Open Space and Lagoons
- Acquired 43 acres of parkland and 2 acres of prime wildlife habitat.
 - Moving force in the regional Multiple Habitat Conservaton Plan (MHCP) adoption.
 - Spearheaded the city's successful Blue Ribbon Environmental Panel.
 - Introduced Escondido Creek Watershed Alliance regional partnership.
   
Provided Traffic Relief
- Initiated the "Keep Kids Alive, Drive 25" neighborhood safety program.
 - Improved traffic flow by synchronizing traffic lights.
 - Implemented Red Light Camera program to improve the safety of intersections.
   
Enhanced Community Resources
- Championed ocean-view library using green building features.
 - Dedicated three active-use parks and initiated planning of 43-acre multi-use park.
 - Led the Cultural Tourism Committee which launched initiatives focused on commerce, historic preservation, arts and culture.
 - Implemented effective, customer-friendly recycling and household hazardous waste disposal programs.
 - Adopted Trails Master Plan and designated dog park sites.
 - Expedited Safe Routes to school program to ensure the safety of our children.
 - Represented Encinitas regionally on SANDAG Planning Commission, Encina Wastewater Authority, and Regional Solid Waste Authority.
 - Advocated expanded Senior Center nutritional lunch program.
